ALICE households have earnings above the Federal Poverty Level but below a basic cost-of-living threshold. In other words, they are in a perpetual struggle to make ends meet. One in four households in Westchester and Putnam are ALICE households. When you add these households to those below the poverty line, more than one in three Westchester and Putnam households are experiencing chronic financial stress and hardship.
